The study aims to establish an evaluation model and indicators for Teacher Competence of International Education (TCIE). In the era of globalization, no countries can stand outside the international society. The Taiwan educational authorities carry out the program of international education to facilitate students becoming qualified world citizens. However, how to ensure school teachers possessing related competence that can effectively cultivate students´ learning outcome on international education is a critical issue. This dissertation embeds three sequential studies. The first is to discuss the construction of indicators and framework for international education, whereas the second is to evaluate teacher competence within a school. The third study is to compute the stock of TCIE in a holistic way.

The instruments were fuzzy questionnaires for the experts and leaders to build up membership and fuzzy relative weights of indicators. Teachers were investigated to collect data about their competence of international education. Teachers´ background variables were analyzed by Kruskal-Wallis test, and Mann–Whitney U test for post hoc. The third is that researcher conducts a school-based integral evaluation to examine the TCIE in the sample school. This model involves leaders´ fuzzy weights, index of teacher competence, and index of teacher experience.

Finally, the researcher provides implications for the government, school, and future researches grounded on the findings and conclusions from the study.

本研究旨在探討教師國際教育素養指標與評估模式建構。隨著全球 化時代浪潮的來臨,任何國家都無法自外於國際社會。台灣教育當局因 此推動國際教育以促進學生成為未來的世界公民。如何掌握學校教師有 關國際教育的素養以確保學生能有效涵養國際教育的學習成果是當前值 得關切的議題。本論文包含三個實徵研究。首先探討國際教育指標的建 構,接著評估一所學校教師之國際教育素養,最後針對該所學校整體之 教師國際教育素養進行分析。

本研究以模糊問卷調查專家、學校主管之意見來建立各層面指標之 隸屬度與權重。以模糊問卷來調查目標學校之教師國際教育素養。教師 背景變項則以無母數的克-瓦二氏檢定(Kruskal-Wallis test)進行分析,並 以曼-惠特尼U考驗法(Mann–Whitney U test)進行事後檢驗。運用專家及 主管模糊權重、教師素養指數、經驗指數等參數,來設計學校本位之整 合模式以進行評估。

最後本研究依據研究結果針對政府政策、學校及未來研究等方面提 出建議。
